Following Soviet Union Communist Party Decision of 14 May 1974 the State Security Committee (KGB) delivered to V. Haddad, head of the Foreign Operations Unit in the People's Movement for the Liberation of Palestine and a KGB agent, a consignment of foreign weapons and ammunition (comprising of 53 submachine guns, 50 pistols, including 10 silencers, 34 000 cartridges).
The consignment was delivered in neutral waters in the Gulf of Aden during the night following non-contact methods and in full conspiracy using a Soviet Union vessel of the navy intelligence services.

To host a group of comrades from Lebanon for special training

To follow the request of the Lebanese Communist Party leadership and to accept in the Soviet Union for 6 months in 1974 12 Lebanese comrades to provide them with military and fighting training.
Responsibility for reception, logistics and organization of the training activities lies with the Ministry of Defense which should cover the travel expenses of the Lebanese comrades in both directions.

KGB Report to Central Committee of the Soviet Union Communist Party

Central Committee Decree No CT-10/53 of 19 July 1971 rules that the State Security Committee (KGB) shall illegally and in conspiracy transmit to the Cypriot comrades firearms and ammunition consignment. We were ready to carry out this operation at any time. But the operation was postponed upon request from the Chief Secretary of the AKEL*, comrade Papanoyanou.
In connection with the sharply aggravated political situation in Cyprus, in June 1974 Papanoyanou filed a request for timely provision of firearms for the purposes of personal safety and for protection of AKEL leadership and other progressive state and political functionaries from terror and provocative action on the side of the reactionary organization EOKA-B**.
Following Comrade Papanoyanou's request, on 13 June 1974 KGB illegally consigned weapon amounting to one hundred pistols Walther and 25 000 cartridges. On 4 July the same year those firearms were conspiratively handed to the comrades.
